Jeremy was hired as a Police Cadet (later reclassified as Police Service Aide) in 2000 and assisted both the Patrol Division and Property & Evidence Division. Jeremy began his career in Records as an Administrative Support Specialist in 2007 before accepting a promotion to Public Safety Clerk in 2008. In 2014, Jeremy was promoted to Police Records Supervisor.
As the Police Records Supervisor, Jeremy oversees the day-to-day operations for both the Records Unit and the Property & Evidence Unit. Jeremy is a two-time Northern Chapter President of the California Law Enforcement Association of Records Supervisors (CLEARS, Inc.) and has also served on the state executive board as Vice-President. Jeremy’s current role on the State Executive board is that of Legislative chair, tracking and providing feedback on legislation impacting public safety.
Jeremy holds collateral assignments as a Crime Scene Investigator and as a Remote Pilot on the Unmanned Aerial Systems (UAS) Team.
Jeremy has received multiple Pride Awards and Blue Awards throughout his career with the Newark Police Department. Jeremy earned his Records Supervisor certificate from the California Commission on Peace Officer Standards & Training (POST) in 2019. Jeremy was also awarded the 2021 City of Newark Employee of the Year following his efforts in concurrently managing our agency’s switch from Summary Crime Reporting to the now FBI mandated Incident Based Reporting system as well as the implementation of Assembly Bill 953’s Racial & Identity Reporting Act.
When he is not at work, Jeremy enjoys spending his free time with his wife and two children and riding motorcycles when he can. Jeremy is also an avid New England Patriots and San Jose Sharks fan and plays the drums in two rock bands. Jeremy is likely the biggest Foo Fighters fan you will ever meet. Jeremy and his wife enjoy using away games and concerts as a way of exploring North America.

Chad Nicholson is a Commander for the San Luis Obispo County Sheriff’s Office. Commander Nicholson is currently assigned to the Detective Division and Commands the Major Crimes Unit, Special Victims Unit, Gang Task Force, Narcotics Unit, Coroners Unit, Cannabis Unit, Crime Lab, and Cyber Lab. Commander Nicholson is also the Special Enforcement Detail (SWAT) Commander. Prior to commanding the Detective Division, Commander Nicholson was assigned to the Professional Standards Unit where he conducted all administrative investigations for the agency and oversaw training for both patrol and custody. Commander Nicholson has supervised numerous officer-involved shooting investigations and also supervised the Kristin Smart homicide investigation to it’s conclusion. Commander Nicholson is extremely familiar with new legislature such as SB 2 and SB 1421 through his assignments in the Detective Division and the Professional Standards Unit.

Heather Williams was the Program Director with CSP Victim Assistance Programs for 14 years and oversaw all special victim programs. After responding to an active shooter event in 2003 in Irvine, CA she created the CSP Crisis Response Team.



As the coordinator of the Crisis Response Team, Heather spent years responding to countless critical incidents to mitigate the trauma experienced by victims, witnesses and the community. In 2011, she responded to the Salon Meritage mass casualty in Seal Beach, CA. In 2014, after developing the Orange County Sheriff’s Department Peer Support Program, Heather was hired as their first Regional Peer Support Coordinator. Heather coordinated a team of almost 100 OCSD personnel, responded to critical incidents 24/7 and coordinated an Emotional Wellness Campaign.

Heather co-founded the Orange County Association of Peer Supporters (OCAPS) and works in partnership with police departments to provide mutual aid when their agency is compromised. Heather assists public safety departments develop and sustain peer support programs. Heather has also developed a two-step model for critical incident debriefing and facilitates debriefings all over the county following a traumatic event.

After spending 5 years with the Orange County Sheriff’s Department as the Regional Peer Support Coordinator, Heather elected to take her passion to another level and in 2019, established Premier First Responder Psychological Services. As a licensed psychologist, Heather is providing culturally competent therapy to individuals and couples as well as Eye Movement Desensitization and Reprocessing (EMDR).

Additionally, she provides 24/7 crisis response services, critical incident debriefing, peer support development, oversight, training/presentations, consultation and active shooter response and recovery coordination/crisis response services.



Heather provides training as a trainer/consultant with Embassy Consulting Services to all populations in public safety on a number of topics including, but not limited to; “Building Resiliency,” a 2-day POST Certified Basic Peer Support Course and a 1-day POST Certified Critical Incident Response for Peer Support Course. Heather also speaks at conferences and to police and fire academies about the stressors and traumas of public safety with the goal of building resiliency.



Heather is a member of the International Association of Chiefs of Police (IACP), the Director of Mental Health Services for Halos4Heroes, a nonprofit serving first responders and the Director of Peer Support & Mental Health for the National Law Enforcement Cancer Support Foundation.
